Creole is used between ethnic creoles or creole speakers. Most commercial establishments, post offices and banks are located in urban areas, e.g. Bluefields, where there are also many Spanish-speaking Mestizos and speakers of other languages. That is why I would not consider the use of Creole in these settings to be widespread.
